Newly-licensed professionals and overseas Filipino workers are now temporarily exempted from Continuing Professional Development (CPD) requirement, Professional Regulation Commission (PRC) said.

In a consultative meeting at the Senate on Monday, February 4, PRC presented amendments to the relevant provisions of Resolution No. 1032 or Implementing Rules and Regulations (IRR) of the Republic Act 10912 or the Continuing Professional Development Act of 2016.

The regulating body said that they will issue a resolution within this month that will revise some provision in the IRR of the CPD law to address the numerous complaints of professionals against the measure.

In the new IRR, PRC sets a “transition period that will enable the Commission to complete ‘antecedent requirements’ for the efficient implementation of the objectives of the CPD Law.”

PRC is hoping to develop the necessary standards, processes, capacity, and infrastructure while minimizing the cost and inconvenience of the professionals during this transition period.

Here are some of the amendments offered by PRC:
a) Professionals working overseas shall not be covered by the CPD requirement during the period of their employment abroad.
b) Newly licensed professionals shall not be covered by CPD requirement for the first renewal cycle after obtaining their license.
c) The various CPD Councils shall reduce the required CPD credit units to a minimum which shall not be more than 15 units, as provided for under applicable laws.

For nurses, this means that the required CPD units will be down to 15 units for the 3-year renewal cycle, or 5 units per year, from the previous requirement of 45 units. Also, over 90,000 Filipino nurses abroad will surely benefit from this new provision of temporary exemption for OFWs.

“This resolution will take effect after 15 days following its publication in the Official Gazette or in a newspaper of general circulation, copy furnished the U.P. Law Center,” PRC Chairman Teofilo S. Pilando, Jr. said.

Professional Regulation Boards (PRB) and CPD councils will then be tasked to update their operational guidelines for the CPD Act.
